Local government qualification goes national

A certificate qualification which is designed to boost accounting skills within local government departments to improve financial management and reporting is now available nationally. The certificate is being introduced in conjunction with the Association of Accounting Technicians South Africa [AAT (SA)] and the Local Government Sector Education and Training Authority.

According to Natalie Zimmelman, business development manager of AAT(SA), the demand for the qualification has been overwhelming with about 1 500 new learners registered on the programme and a further 1 300 learners who have either already completed or are nearing completion of the qualification.

“’Gauteng is well into its third intake of employees for the Local Government Accounting Certificate (LGAC) and is currently piloting the Local Government Accounting Advanced Certificate (LGAAC),” says Zimmelman.  Currently, all 15 Gauteng municipalities have learners on these qualifications.

Limpopo will be graduating their first group of LGAC learners in November with Kwazulu Natal being the next province to complete.

All 30 municipalities in Limpopo have had learners on the qualification.  The Limpopo Department of Local Government and Housing believes strongly in the benefit of this qualification and has budgeted to spend their entire municipal financial capacity building budget on enrolling as many learners as possible onto the LGAC and LGAAC in 2011.

About 40 municipalities in KZN have learners currently registered for the qualification, with about 20 municipalities registered in the Free State. All the municipalities in the Pixley Ka Seme district in the Northern Cape and most of the municipalities in the Western Cape and Eastern Cape registered learners onto the programme in March 2010.  Over 300 learners on both the North West and Mpumalanga have now also been registered for the LGAC.  This means that the qualifications are now being run nationally.

In 2011, the programme plans to register a further 1 200 learners on the LGAC and have 500 learners register for the LGAAC as they complete their LGAC in their respective provinces.

“While funding is available for the above numbers in 2011, demand still exceeds these numbers and additional funding is being sought for more learners,” explains Zimmelman.

AAT (SA) is now currently working with technical specialists and representatives of the municipalities in developing a Local Government Accounting Diploma (LGAD) during 2011, to be ready for delivery in 2012.

AAT (SA) is a professional body dedicated to learning, development, regulation and support of accounting technicians. It offers qualifications designed to enhance the skills of those who operate, maintain and improve systems to record, plan, monitor and report on the financial activities of the organisation.

“AAT certification will certainly assist municipalities to wrestle the serious challenges in terms of the availability of the accounting skills necessary to ensure that resources are allocated and used to the best benefit of the people of South Africa,” says Zimmelman.
