Local government is arguably the most important level of government for the ordinary masses – citizens – of the country. It is from this level of government that the ordinary citizen expects to receive the most basic of services that he or she needs to lead a dignified life. This includes services such as basic sanitation, clean water and electricity, dependable public transport and/or safe roads.

Against the background of that which has been happening over recent weeks in the northern Arab regions of our continent, and against the ongoing occurrence of the local phenomenon of service delivery protests turning violent, the municipal elections scheduled for 18 May this year are taking on a very special importance.
As the official process for municipal elections in South Africa was put under way by the Independent Electoral Commission early in January, the year is shaping up to become massively important for local government in the country.
