Local government is arguably the most important level of government for the ordinary masses – citizens – of the country. It is from this level of government that the ordinary citizen expects to receive the most basic of services that he or she needs to lead a dignified life. This includes services such as basic sanitation, clean water and electricity, dependable public transport and/or safe roads.

As South Africa’s 278 newly elected local governments settle into the business of governing in their various areas of jurisdiction – and the all-important job of service delivery at the level of government closest to ordinary citizens – it is a good time to look back at the process that put them there, and the institution that administered the process.
